Depends where you live and what sort of personality/behavior you're looking for in a pet. In California, it is illegal to possess a ferret, but legal to have a chinchilla. I don't know about other states, though I do know it's legal to possess a ferret in Colorado.
Chinchillas are happiest in tight corners of a cage. They're shy, solitary animals. They get frightened easily by large open spaces and too much human handling. But they are the softest creatures you could ever lay your hands on.
Ferrets, on the other hand, love to roam. They're like the toddlers of the animal kingdom. They get into everything and seem to be pretty social. And if you have dirty, stinky feet, they'll be devoted to you for the rest of their natural lives. Nothing makes a ferret happier than a rolled up pair of sweaty socks to play with.
